Mark, in a word...yes. If you work on the frame of a firearm and keep it from one day to the next, then you are required to have an FFL. The FFL is not required for floorplates, gripcaps, barrels, buttplates. It applies to the frame of the firearm. Frames are required to have a serial number stamped into it on some visible portion.

Hello Mark, to add a little to Sam's response. The ATF says you should only be able to receive an FFL if you are going to be engraving for profit. If you only plan on engraving firearms for yourself and friends, then you don't need an FFL.
But if you want to do this professionally and have the privelege of being able to ship firearms back and forth to customers through the mail or say UPS, then you will have to acquire an FFL. Good luck. Ed DeLorge
